The idea
An Excellence Cell is a standing institutional unit — not a committee that meets when there is a problem, but a permanent internal capability for quality, innovation, research, problem solving, capability development and knowledge sharing.
External improvement programmes end. The capability they created usually ends with them. An Excellence Cell exists to prevent that: a permanent internal home for improvement work, with named people, a meeting rhythm, a project portfolio and an annual account of what changed.

A cell requires commitment, not budget.
Establishing an Excellence Cell does not require an existing quality function, external funding or additional infrastructure. It requires a named person, a group of people willing to meet, and a genuine problem to start with.

Start with a problem you already know about.
You do not need a plan, a budget line or a prior relationship with the Council. Tell us what your institution is, and what you would change if you had a method for changing it.
The Excellence Cells Sub-Committee in the relevant domain will respond, and will support establishment, coordinator training, the selection of first projects and institutional assessment.
