What we will count, and how we will count it.

Most organisations publish impact numbers before they have a measurement framework. IPEC is doing it the other way round — the framework first, so that when the numbers arrive, their basis is already on the record.

The position

IPEC has not yet published a measured impact dataset. This page says so plainly rather than filling the space with counters.

The Council’s programmes to date have participation figures, and those are published on Our Journey exactly as recorded. Participation is not impact. Turning one into the other requires a defined baseline, a stated measure and a period of time — all of which the framework below sets out.

04 — How measurement works

Defined before implementation, not after.

Measurement designed after a programme has run can only describe what happened. Measurement designed before it can tell you whether it worked.

The Council’s impact dashboard will publish measured results against every measure in the framework above, with the period, the baseline and the institutions covered. It will be updated as each measurement cycle completes rather than annually, so that partners can see progress as it happens.

Until then, this page will not display a number the Council cannot support. If you need evidence for a funding decision or a partnership assessment, please ask directly — the Council would rather explain what it does and does not yet know than have you infer either.
