Training arrives as a workshop with a date, not as a capability with a half-life. What is learned on Friday rarely survives to the following term.

Outcome-based education is documented at the level required for accreditation and practised unevenly at the level of the classroom.

Institutions collect a great deal and use very little of it. Decisions are defended with data afterwards rather than reached with it.

Academic staff spend hours on processes nobody designed, which produce records nobody reads.

Effort concentrates on satisfying an external requirement rather than on changing what the requirement was meant to protect.

Institutions have little visibility of comparable practice, so good work stays local and avoidable mistakes are repeated elsewhere.
People support teachers emotionally. We are building the way to support them structurally.
The problem in full

— The programme
The methodological foundation. Teachers learn to diagnose a problem in their own institution, design a change, measure whether it worked, and write up what they found.
Improvement is not something done to a school by adults. Students run their own 5S and Kaizen projects, and present them upward through a showcase ladder.
Financial support attached to academic obligation. A fellowship is not a grant; it carries a capstone, a dataset analysis and a translation contribution back to the commons.
The people who decide whether an improvement survives: teachers, principals, teacher educators, curriculum designers and policy professionals, developed together rather than in separate silos.
Advanced study abroad, carried back. Each Global Fellow accepts a two- to three-year return-of-service obligation, so the investment returns to Indian institutions.

The Fellowship Pledge is signed publicly at induction. IPEC treats that ceremony as a content event in its own right — the moment the cohort commits, on the record, to what it will do.
