The case
Public education systems are not short of policy. They are short of the implementation infrastructure that turns policy into consistent practice across thousands of institutions.
IPEC works on that infrastructure: implementation frameworks, institutional capability, measurement systems, curriculum development and the continuous improvement mechanisms that let a department see what is actually changing.
The Council is independent and not-for-profit. It does not compete for delivery contracts against the institutions it supports, and it publishes what it learns.
