06 — Legal and transparency

Stated exactly as registered.

An organisation that asks institutions to be honest about their own performance has to be honest about its own. This page carries the Council's legal identity, its policies, and a plain account of what it has not yet published.

01 — Legal status

A Section 8 not-for-profit company.

Entity type
Section 8 Not-for-Profit Company
Registered under the Companies Act, 2013
Date of incorporation
15 July 2025
Section 12A — Income Tax Act, 1961
Registration of the Council as a charitable institution.
Section 80G — Income Tax Act, 1961
Enables eligible donors to claim tax benefits on qualifying donations, subject to applicable law.

These registrations enable IPEC to receive grants, philanthropic contributions and Corporate Social Responsibility funding in support of its public benefit initiatives.

Whether a particular contribution qualifies for a tax benefit, or meets a company’s obligations under the Companies Act, depends on applicable law and the contributor’s own circumstances. IPEC provides the documentation a contributor requires and does not provide tax advice.

02 — Statutory information

Registration identifiers.

These identifiers exist on the Council's incorporation and registration documents. They are shown here as fields awaiting publication rather than filled with placeholder values, because a placeholder registration number is worse than none.

Annual Report 2025–26

The Council’s first annual report will cover the period from incorporation on 15 July 2025. It will describe programmes delivered, partnerships formed, expenditure by programme area, and progress against the published measurement framework.

Audited financial statements

Audited financial statements will be published alongside the annual report, in accordance with the requirements applying to a Section 8 company.

Until these documents are published, IPEC makes no claim about the scale, sources or application of its funding beyond what is stated on this site.

04 — Policies

The Council's policy architecture.

Ten documents covering the website and personal data, contributions, safeguarding, and the conduct of everyone acting in the Council's name.

Status of these documents

These policies are drafted as complete, professionally structured starting points. They are not legal advice and have not been settled by counsel. Clauses requiring legal review, or a decision the Council has not yet made, are marked in amber within each document. Every marker must be resolved and removed before these policies are relied upon.

05 — For funders

What a prospective funder should know before asking.

CSR partners

IPEC's registrations enable it to receive CSR funding. Whether a specific contribution meets a company's obligations under the Companies Act is a matter for the company and its advisors. The Council's CSR Partnership Principles set out how it works, including its position on independence of findings.

CSR Partnership Principles

Individual contributors

Contributions support the Council's public benefit initiatives. Registration under Section 80G enables eligible donors to claim tax benefits on qualifying donations, subject to applicable law. Contribution Terms explain how contributions are applied and when they can be refunded.

Contribution Terms

Foreign sources

Contributions from foreign sources are governed by the Foreign Contribution (Regulation) Act, 2010. IPEC has not published an FCRA registration. Until it does, prospective international funders should raise this directly before making any commitment.

Contact the Council

Government departments

IPEC does not claim any existing memorandum of understanding, empanelment or formal partnership with a government department. Programmes delivered to date are recorded on Our Journey, with the participation figures the Council holds.

Questions

If something on this page is unclear, ask.

The Council would rather answer a difficult question directly than have a prospective partner infer an answer from silence.
